The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2022. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2020, this report summarizes the research results of the "Development of environmental mitigation technology with novel water purification agents" conducted from FY2020 to FY2022. The present study aims to develop a reusable adsorbent for strontium ions with high adsorption property to contribute to the improvement of the treatment process of radioactive contaminated water generated by the Great East Japan Earthquake. As a result, reusable adsorbent materials showing excellent Sr adsorption performances were developed. The current adsorbent materials for strontium are extremely expensive and single use, so the storage and disposal of massive generation of waste have become a major problem.

Continuous improvement activities on nuclear facility maintenance in Nuclear Science Research Institute of Japan Atomic Energy Agency in 2021

The Task force on maintenance optimization of nuclear facilities was organized in the Nuclear Science Research Institute (NSRI) of Japan Atomic Energy Agency (JAEA) since November 2020, in order to adequately respond to "the New nuclear regulatory inspection system since FY 2020" and to continuously improve the facility maintenance activities. In 2021, the task force has studied (1) optimization of the importance classification on maintenance and inspection of nuclear facilities, and (2) improvement in setting and evaluation of the performance indicators on safety, maintenance and quality management activities, considering "the Graded approach" that is one of the basic methodologies in the new nuclear regulatory inspection system. Each nuclear facility (research reactors, nuclear fuel material usage facilities, others) in the NSRI will steadily improve their respective safety, maintenance and quality management activities, referring the review results suggested by the task force.

The hierarchical structures of graft-type ETFE-based polymer electrolyte membranes (ETFE-PEMs) were investigated using small- and ultrasmall-angle X-ray cattering experiments. The ETFE-PEMs with IECs $$<$$ 2.4 mmol/g possessed conducting graft domains around lamellar crystals, with a d-spacing of 21.8-29.1 nm, and oriented crystallites with short and long correlation distances of 218-320 and 903-1124 nm, respectively. The membranes with IECs $$>$$ 2.7 mmol/g showed a new phase of crystallite network domains with a d-range of 225-256 nm, indicating a phase transition from oriented crystallite to crystallite network structures in the IEC range of 2.4-2.7 mmol/g. Noted that for the ETFE-PEMs with high IECs higher conductivity at 30% RH and compatible tensile strengths at 100% RH and 80 $$^{circ}$$ C, compared with Nafion, originated from the well-interconnected ion channels around the crystallites and the remaining lamellar crystals and crystallites, respectively.

An anti-Compton spectrometer with semi-2$$pi$$ Compton suppression is designed to identify the photons emitted from low-level radioactive wastes from radioisotope usage and nuclear research laboratory. Since the objective sample is massive and large, the system has a full opening towards the sample position. The characteristics and features of the system concerning Compton suppression and reduction of the background component due to natural radioactive source are estimated by the Monte Carlo simulations. The anti-Compton technique is shown to be quite advantageous for the reduction of the surrounding natural background radiation, as well as the suppression of the background for the higher energy photons.

Business continuity plan and resilience engineering; Consideration for enhancement of disaster prevention and mitigation based on case studies of Great East Japan Earthquake

At the time of the Great East Japan Earthquake, many socio-technical systems experienced significant damages from the earthquake and tsunami far beyond the preparedness for disasters. Therefore, necessity of Business Continuity Plan (BCP) has been recognized irrespective of domains. Case studies of various on-site responses related to this disaster were analyzed to extract lessons from BCP that is common to various systems. Specifically, in reference to the concept of Resilience Engineering that is focused for enhancing resilience of organizations (i.e. resilience and flexibility) in recent years, analysis was conducted with attention to the cases in which the concerned systems could restore or ensured the safety from disturbance. Lessons useful for disaster prevention and mitigation have been extracted successfully from activities conducted for preparing and responding to the earthquake-driven disturbances.
